Planning Commission
About
The Planning Commission is composed of five members appointed by the Select Board. Its role is to exercise planning and bylaw development functions, including municipal planning and zoning regulations. The commission meets on the second and fourth Mondays of the month.
The heart of planning: The Municipal Plan
In addition to being required for certain state and federal benefits, the Town Plan provides focused policy direction to the Select Board, Planning Commission, town committees and municipal staff - including issues related to housing, affordability, flood resilience, education, local economy, land use, energy, transportation, childcare, and more.
Vermont requires municipalities to update their town plan every 8 years. The Planning Commission has been leading Waterbury’s efforts to complete the required update to the current plan, which expires at the end of this year. planWTB is a community planning process designed to help Waterbury residents and stakeholders choose the future they want for the community. The result is a draft Municipal Plan for public review.
The first public hearing for feeback on the draft plan is scheduled for September 30, 2026, at 6 p.m. at the Municipal Complex, 28 N. Main St.
In addition to attending the hearing, you can provide comment to the Planning Commission by completing the feedback form or emailing Neal Leitner, Waterbury Planning Director, nleitner@waterburyvt.com.

Regional Planning: Collaborating with CVRPC
The Planning Commission maintains close contact with the Central Vermont Regional Planning Commission (CVRPC) and its regional planning work. This year, CVRPC is also updating its regional plan, and Waterbury’s commission has reviewed and provided feedback on CVRPC’s draft regional land use maps:

The Selectboard also passed a resolution on September 15, 2026, requesting that the future land use maps assign Act 250 Tier 1B status to the Downtown Center, Village Center, Village Area, and Planned Growth Areas. Read the resolution….

To make a compliant about a potential ethics violation, please complete the Municipal Complaint Form.
24 V.S.A. §1991-1999 defines municipal and county government duties with regards to codes of conduct, conflicts of interest, whistleblower protections, and ethics enforcement. In 2025, the Town adopted its own Conflict of Interest Policy and Ethics Investigation & Enforcement Ordinance to supplement state law.
